Jonathan P. Leleu

Jonathan “Jon” Leleu is a Nevada- and Illinois-licensed attorney with more than twenty-five years of experience navigating complex legal, regulatory, and governmental environments. He founded Horizon to deliver integrated strategic counsel where business, law, and public policy converge.
Jon represents developers, business owners, regulated entities, and institutions in matters involving land use, licensing, litigation, government affairs, and high-stakes negotiations. His work often begins long before a vote is taken or a decision is issued, because the strongest outcomes are usually shaped upstream. Whether drafting a dispositive motion, negotiating regulatory approvals, or advancing strategy inside state and local government, Jon focuses on clarity, leverage, and results rather than noise or theatrics.
His background in both legal advocacy and government relations allows him to see the full chessboard. He understands not only what the law requires, but how decisions are actually made; who influences them, what matters politically, where friction develops, and where risk truly lives. That perspective helps clients navigate complexity efficiently, align stakeholders strategically, and avoid unnecessary conflict whenever possible.

Jon brings a distinctly Gen X mindset to his practice: direct, pragmatic, accountable, and grounded in real-world judgment. Clients get straight answers. If leverage exists, he’ll use it. If it doesn’t, he’ll say so. He values preparation over posturing, strategy over volume, and credibility over attention.

Jon built Horizon alongside his wife and business partner, Kerrie Kramer Leleu, with the goal of creating a firm intentionally designed for sophisticated clients navigating increasingly complex environments.
Outside the office, Jon remains deeply connected to both Nevada and Illinois; two places that continue to shape Horizon’s identity and perspective. He is a lifelong fan of the Cubs, Bears, and Blackhawks, which means he understands both patience and resilience.
He believes the law should be strategic, government should be navigable, and clients should always know where they stand.

Kerrie Kramer Leleu

Kerrie Kramer Leleu is a Nevada government affairs professional with more than fifteen years of experience advocating at the state and local level. A Northern Nevada native, she brings deep institutional knowledge, strong public-sector relationships, and practical political judgment to every engagement.
At Horizon, Kerrie leads the firm’s civic strategy and government affairs initiatives, with a practice focused on commercial real estate, land use and zoning, economic development initiatives, regulatory strategy, and legislative advocacy. She works closely with developers, property owners, trade associations, regulated industries, and business leaders to move projects forward efficiently, strategically, and responsibly.
Kerrie’s roots in Nevada run deep. She comes from a family grounded in public service, law enforcement, emergency response, and small business ownership; experiences that shaped her understanding of community, accountability, and how government decisions affect people and businesses in the real world.
She understands how local governments operate because she has spent her career inside the process, building coalitions, navigating competing interests, resolving issues early, and helping clients avoid unnecessary conflict and delay. She is known for her preparation, credibility, and ability to communicate complex issues in a way decision-makers can act on.
Her approach is steady, pragmatic, and results-oriented. She does not create noise; she builds momentum.
Nevada Through and Through
Kerrie’s Northern Nevada upbringing gives her an intuitive understanding of the state’s political culture; ruggedly independent, practical, relationship-driven, and grounded in trust. She believes in showing up prepared, doing the work, and keeping her word.
Together, Kerrie and Jon built Horizon to eliminate traditional silos between advocacy, regulation, public process, and legal strategy, giving clients a more coordinated and effective approach to complex matters. Their shared philosophy is simple: sophisticated clients deserve thoughtful strategy, direct communication, and meaningful outcomes rather than performative advocacy or unnecessary theatrics.
